Cities are internally diverse. These differences affect the availability of various types of services. This availability has an impact, among others, on the daily activities performed by residents. It also has an impact on the assessment of the quality of life by residents. In the era of a pandemic, the availability of services has acquired a new dimension: it is not only a matter of convenience and time saving, but also of safety and the feeling of living in a friendly environment. Even before the pandemic, there were ideas about the alternative organization of urban space, e.g. a city for pedestrians – walkable city or a 15-minute city.
The pandemic has shown that city scale and distances are important in crisis situations like epidemics. Functional decentralization can be an instrument of coping with crisis situations by reducing the distance to key services for the life of the inhabitants. The term "pedestrian walking time" appeared in the planners' vocabulary. City might be perceived as a system of microcosms - a system of neighborhoods or larger units, which at a certain level of services are largely autonomous. This limits the forced mobility in the city, has an impact on creating the identity of places and affects the physical and mental well-being of the inhabitants.
For planning purposes the key issues are the model of mobility of residents in the city space and the readiness of residents to overcome the space. Willingness depends very much on distance perception and the scale of motivation. The article presents the results of research on the perception of distance and accessibility to basic services in Warsaw, Poland. The results of the study were used in the preparation of a program by the city government, which is to guarantee comfort and a sense of security in the everyday life of Warsaw residents. This program focuses on adjusting scope and location of services to the demographic structure and distribution of the population.
