The policy of decentralizing the management and financing of culture, consistently implemented by the state in the last decade, resulted in local governments taking over the role of patrons. Individual cities, carrying out the tasks of the municipality in the field of culture, are responsible for the organization and management of artistic and creative activities that fall within the definition of culture. The objectives of the assumed cultural policy depend on the specificity of the local community and, first of all, on the diversity and richness of the environments creating culture.
A cultural policy implemented by local governments depends also on the way of managing financial resources. The received subsidies are distributed among the institutions, entities, and persons, both legal and natural (e.g. artists and cultural animators) operating in this sector. However, creating favorable conditions for the culture development in the municipality requires knowledge, ability to interpret and coordinate existing formal and legal acts.
The purpose of this study was to identify a model of cultural management in a medium-sized city. This management is considered in the context of the contemporary transformation of culture into a central element of the new economy driven by creativity, innovation, and access to knowledge. The study involved quantitative research (using the CATI method) for all medium-sized cities in Poland and qualitative research (in-depth interviews), which covered a selected set of cities. The research was carried out under the project "Culture-led regeneration of small cities in Poland". The results made it possible to identify and describe the dominant model of cultural sector management in a medium-sized city in Poland.
