In 2019, the city of Le Havre (France) was one of the winners of a major national investment program with its "Le Havre Smart Port City" project. In doing so, the program brings together two territorial dynamics (Vidal, 2017), one old and plagued by many difficulties and a form of decline, the port city (Ramé, 1995), and one in the process of being established: the smart city. The question which is at the center of this program is economic, the main focus for the city of Le Havre is to find other ways of development. However, the question of the inhabitants is also of some importance. In a city whose sociology has been defined mainly for more than 500 years on a port reference (boats, containers, dockers), the arrival of digital technology is not only supposed to redefine the image of Le Havre but also its functional efficiency (a city with services made more efficient by digital technology as well as facilitated inhabitant participation). One of the questions that arises is how to improve inhabitant well-being during a time of digital technology (Bourdeau-Lepage, 2020: Jany-Catrice, 2016).The first elements of the results of a survey carried out in 2020 on 650 inhabitants of the Le Havre region will be presented during this intervention.
