Suburban rural areas with superior ecological resource endowment can often take advantage of scenic resources and spillover effects of cities. However, in the actual survey, it is found that the good resource endowment has produced a large number of empty villages. There is still a lack of explanation on the mechanism of this phenomenon in the existing researches. How to activate the local resources to drive the benign cycle of rural regional system is one of the keys. The traditional capital intervention development mode has caused the destructive development to the rural areas. This study constructed the rural regional revitalization approach driven by rural elites through case analysis. The model has experienced three stages: the concentration of rural resources to village elites, the stage of diversified development of rural industries beginning to feed villagers, and the stage of government-led - enterprise-led - villagers' participation in diversified development. Finally, through the intervention of the rural elites, the rural areas realized the revitalization of talents, industry, organization, culture and ecology. Meanwhile, the rural areas also realized the coordinated development of rural population-land-industry-capital. This study can provide theoretical reference and practical guidance for the realization of suburban rural revitalization.
