Governance underscores application of power in management of economic and social resources of a country. It entails the institutional arrangement, stewardship of social and economic resources and capacity to formulate, direct and oversee implementation of public policies . Good public governance plays a central role decentralization of power and competencies between central government and subnational government for efficient allocation of public resources, productivity, economic growth and development. Since public policy is multifaceted, a mix of various actors with different influence interact in multi-levels impacting flows of resources. Though organizations have formal power structures, decisions and implementation of policies can occur in networks whose configuration is different from the formal ones. Understanding the characteristics, motivations and interactions of various actors especially in the decentralization space will not only aid in determining how governance influence policy environment but also offers, through network analysis tools, a visualization of their centrality measures signifying effectiveness and coordination and administrative efficiency of public policy.
This study employs network analysis on a dataset from Executive Survey on Public Sector Reforms in Europe COCOPS - Coordinating for Cohesion in the Public Sector of the Future (2011-2014) to analyse how interactions of actors within different levels of government influences the exercise of governance in general government, foreign affairs, finance, economic management, infrastructure and transport, defence, justice, public security and order, human resource, education, health, recreation culture and religion. The stakeholders in the governance sphere considered include minister, other politicians, subordinate agencies, private companies, trade-unions, EU, IMF, regulators, media. We compares networks of a federal (Germany) country and a unitary (France) state.
