Climate vulnerability, local governance, planning and policy recommendations in the EU

The recent progressive increase in exceptional climatic events, which are also the result of climate change and territorial organizations, is one of the major problems and objectives addressed at European level. The next challenges will concern climate change and territorial impacts in an integrated and strategic perspective in all sectors and policy areas. In fact, the impacts generated by the climate depend on the complex interactions between climate, territorial vulnerability, exposure and adaptability of human and natural systems. The frequency and progressive intensity of the phenomena directly affects the socio-economic conditions and dynamics of governance mainly of the peripheral areas in Europe, most exposed to such extreme events. In regional socio-economic systems, all this generates serious problems of multilevel governance, being impossible to restore the initial situation without any extraordinary policy intervention. Although the need for interventions that transcend political-administrative boundaries is part of the new strategies, however, problems still remain as regards implementation methods, governance at different scales, assessment of territorial impacts, planning and managing the risks of climate change. The major problems concern the understanding of the most complex situations, that highlight their evolution in time and space. Indeed, these phenomena will probably more and more be territorially differentiated and exacerbated within the EU, in terms of impacts and exposure to climate risk, especially in areas with many factors, some of which will be considered in this work. The study, by combining various data and sources at Community level, will seek to assess and map the risk of socio-economic vulnerability of different territories caused by climate change phenomena, in order to reflect on a possible geography of climate vulnerability in the EU, trying to provide guidance, policy recommendations and suggestions for governance and planning.
