A current issue for Brazilian local governance is to increase the efficiency of financial funds transferred from the Federal Government to the 5.572 local municipalities. The main challenge identified in the literature and faced by macro public agents is that the funds transferred to local decision-makers do not convert into benefits for the population. This could happen due to the low local government capacity to manage public funds (lack of knowledge of the administrative system, debts from the previous administration, corruption, and/or low educational attainment of local decision-makers). In this paper, we perform a regional analysis of the main governance institutional responsibilities organized by themes: health, education, Agrarian Organization (citar todas que temos indicadores) to do an assessment of the municipal governance through composite indicators and verify how the current municipal debts are affecting the Brazilian governance. The compositor indicators were built using Principal Component Analysis and mathematical calculus to estimate a value from 0 to 1 for each municipality by theme as mentioned above. The spatial clusters of composite indicators by theme were estimated using Local Indicators of Spatial Association – LISA. And to estimate the effect of municipal debts, categorical regression models were performed to assess the association between governance indicators and the existence of municipal debts (dummy). The partial results show that higher governance is strongly associated with urbanization, where intermediate cities have similar governance indicators to the Brazilian metropolises. Clusters of low governance capacity were found in the hinterland of the North region (Amazonia) and Northeast (drylands), but also small clusters in other regions.
