This paper discusses innovative forms of governance and territorial cooperation across national borders. Moreover it asks for the (border-related) conditions and effects of innovating governance in the Europe of cross-border regions. Innovation in cross-border multilevel governance comprises in this context new forms of citizen and civil society involvement through active engagement and channels of democratic participation in governance structures. In addition to this, it encompasses the management of cross-border public services and social innovations. The focus of the empirical investigation lies on case studies from the German-Polish border region and the ways of how learnings from other border regions could be transferred.
