The problems associated with tourism in the city have intensified in the last decade to become real challenges for urban and tourism planners. These problems, which often are encompassed under the term overtourism, are of very diverse nature and affect areas of the city that are not only the responsibility of the tourism department, as well as having a significant impact on the normal development of the city life. In parallel to this intensification of the negative impacts, in order to achieve sustainable destinations, attention has been drawn to the need to apply governance models in tourism management, with special attention to citizen participation. Therefore, the aim of this work is to identify the governance models applied in some of the main Spanish destinations in a context of overtourism, paying special attention to the participation mechanisms available for the local society, the private sector and between the different departments of the local administration. It also aims to analyse the ways of interpreting or adapting these models to the health crisis caused by the SARS-CoV-2 coronavirus pandemic. To achieve this objective, before the pandemic, a survey was carried out among local administration technicians whose field of work is directly or indirectly related to tourism, and after the start of the pandemic, interviews were carried out inquiring about these issues. Preliminary results show that collaboration with the private sector is strengthened, while collaboration with local society and interdepartmental collaboration, although developing, is still limited.
