Comprehensive and dynamic assessment of human settlements quality are crucial to ensure human well-being and promote sustainable urban development, which is the key point of achieving the United Nations 2030 Sustainable Development Goals (SDGs). Taking SDG 11 (Sustainable Cities and Communities) as the core, this study constructed the SDGs-based logical model of urban sustainable development, and obtained the comprehensive evaluation index system of human settlements environment quality including economic development, social welfare & livelihood, land cover and environmental management combined with the statistical yearbook and Earth data. We applied it to the Beijing-Tianjin-Hebei urban agglomeration, a mega-urban agglomeration in China, and evaluated the comprehensive quality changes of human settlements in urban agglomeration and 13 cities within it from 2005 to 2019. The results show that: (1) From 2005 to 2019, the human settlement environment index of Beijing-Tianjin-Hebei urban agglomeration showed a trend of " increasing and then decreasing", the overall development was at an unbalanced state. The infrastructure conditions still lag behind the speed and scale of urban development. (2) From the perspective of time scale, the relative quality of human settlements in the core cities (Beijing and Tianjin) of the Beijing-Tianjin-Hebei urban agglomeration is relatively high, which has remained above 0.6 in the past ten years. Although the relatively small surrounding cities have poor living environment in the early stage, most of them maintain a good upward trend. (3) From the perspective of spatial scale, the quality of urban human settlements presents hierarchical characteristics. The spatial structure of each subsystem is different. This study combines the evaluation of human settlements environment quality in urban agglomerations with the global standard, so that provide scientific basis for urban sustainable development.
