The territorial analysis of physical transformations related to the development of both natural and agriculturally cultivated areas as well as areas with valuable cultural layers shows an important role of the time function. To simplify this problem, the functional variability of areas is a function of the passage of time. Spatial planning aimed at securing areas against loss of their value and indicating directions of development, uses the function of the past and future, appropriately adjusting local law to the need to preserve the existing values ??and create new values ??necessary for the further functioning of the areas. Spatial planning management is a policy that organizes space in the face of time - both in the context of planned changes resulting from current needs and "probably necessary needs", the anticipation of which in the distant time is the result of interpolation, forecasting or creative creation. Contemporary time, though the same as in the past, is becoming more and more saturated with significant events of varying scale - from local to global, which gives the impression that time is running faster. Despite the shortening of planning time span, spatial plans must be adjusted, due to changing external factors, priorities and the general volatility of the socio-spatial and economic situation. The problem of spatial planning management is now being replaced by operational, reactive planning. Operational reactivity in spatial management, particularly in urbanized space, is becoming a new standard for spatial planning. On the other hand, in the protective planning of zones under natural or cultural protection, a different strategy, with features of stability, durability and immutability, should prevail over other forms of modern operational management. The duality of understanding the function of time in spatial planning should be clearly reflected in the statutory regulations of spatial planning.
