Urban health equity is influenced by many factors and by decisions of multiple sectors, represented by different actors with different views. These can neither be viewed in isolation and without being situated in their local context. Adopting a place-based health planning approach, integrating not only local data but also involving stakeholders and community, is an effective approach to orient strategies that are health-equity oriented. The aim of this study is to describe the participatory and place-based approach conducted in the city of Coimbra to inform its municipal health strategy.
The methodological approach combined different participatory processes, designed to collect stakeholders’ and citizens’ perspectives on health priorities and policies, that were applied in different stages: a population-based survey (1,117 participants) and a workshop with 28 stakeholders from the health and social care sectors as well as from different city departments (stage of diagnosis and health needs assessment); a Web-Delphi survey with 20 stakeholders from different sectors (stage of structuring and strategic priorities); and three collaborative sessions with citizens dedicated specifically to the issues of each locality (stage of outlining the action plan).
These processes informed the formulation of a place-based vision that puts health equity at the core of municipal policies. The following six domains sustain the strategic framework for action: Sustainable Mobility and Public Places, Safe and Adequate Housing, Accessible Healthcare, Social Cohesion and Participation, Education and Health Literacy and Intersectoral and Collaborative Leadership. The results shed light on the experience of co-creation and the benefits of conducting participatory processes with stakeholders from different sectors (e.g., health, social, urban planning, environment, education) and citizens from different ages and places of residence, ensuring that actions address specific needs of localities.
