The energy transition has become, for decades, an absolute imperative to be integrated in local strategies aiming at reclaiming environmental issues, in order to face the threats that the planet is undergoing. From now on, what is essential for the territory’s development, would be, the energy transition in its most important dimension: the citizen participation, which becomes the heart of debates and the center of concerns. In Algeria, the policy is new, and the strategy is still timid; due to a lack of means and experience in the matter, the State is faced with several obstacles, with little visibility on the steps to follow.
The question that arises in our research is therefore: what is preventing this process? What is the vision of the energy transition policy, what are the objectives of the national energy future in the medium and long term, and how are the challenges to be met to reach these objectives taken care of?
Precisely, citizen participation in local development policies is at the center of this analysis, and this work addresses the issue through the identification of barriers and obstacles to effective citizen integration in Algerian local energy transition policies. From a political point of view, our analysis highlights the importance of integrating the citizen in local policies, identifies the barriers that hinder this process and suggests approaches to help effectively integrate the citizen in energy transition policies. The objective is to demonstrate the need to involve the citizen in local governance, find the shortcomings of this process and propose remedies.
