Community Perception to Sendai Framework for Disaster Risk Reduction in the Indian Himalayan Region: A Case Study of Himachal Pradesh, India

Mountains are global assets and any change in their ecology is a matter of concern. The ever increasing hazards in mountainous areas are calling out our immediate attention as disaster statistics have significantly risen. This reflects significant increase in population and infrastructure which has happened in the Indian Himalayan region. Communities have always played an important role in disaster recovery and preparedness. Community-based initiatives can represent a promising alternative for addressing any hazard at the local scale. Himachal Pradesh is a multi - hazard prone state of India. National Disaster Management Authority in partnership with the state had implemented the project on “Sustainable Reduction in Disaster Risk”. The state has focussed on local engagement which is reflective of “capacity development” theme of UNDRR ‘Sendai Framework for Disaster Risk Reduction 2015-2030’. While these initiatives vary significantly in the degrees of community participation and their methods, most of the literature agrees that these methods are promising in terms of improving disaster knowledge and awareness when community members participate in disaster risk reduction. This paper attempts to seek a critical review of the project and its impact on the local community. Primary and secondary sources have been used to complete the study. The review of this body of literature, however, indicates that more research is needed to examine how social capital as well as cultural and political aspects can be harnessed and strengthened to play important roles in managing hazards. The result shows that there is substantial community willingness to engage in inclusive, partnered and participatory ways.
