Roof for Every Citizen's Head: Tracing the Progress of Housing for All by 2022 Mission

The most basic human needs include the availability of shelter. Housing is an important indicator of citizens’ wellbeing, and it is necessary for spatial and social mobility. According to the Census of India 2011 data, there were some 1.77 million homeless in the country, and around 65 million of the total population was living in slums unfit for human habitation. With an acute shortage of housing units, a growing number of homeless people and sprawling slums, the Government of India started an ambitious housing to all by 2022 mission to provide the roof for every citizen’s head. The objectives of this mission are to provide every citizen with a ‘Pucca house’ by 75th independence day in 2022. The objectives of this mission are as follows:
- Slum rehabilitation of slum dwellers with the participation of private developers using land as a resource;
- Promotion of affordable housing for weaker section through credit linked subsidy;
- Affordable housing in partnership with Public and Private sectors and
- Subsidy for beneficiary-led individual house construction or enhancement.
This research paper is based on secondary data that comes mainly from the Ministry of Housing and Urban Affairs, Government of India and available literary sources. The present paper is concerned with the temporal analysis of progress made under the Housing to All by 2022 mission; it attempts to examine the challenges faced in mission implementation with suggestions to improve the strategy to achieve the mission objectives.
