In France, the EcoQuartiers label is awarded by the government to neighborhood developments that satisfy the prerequisites of the EcoQuartier sustainability assessment tool. The goal of such a sustainability assessment tool is to contribute to the ecologization of urban planning and design practices in France. Therefore, the EcoQuartier assessment tool was essentially designed for urban neighborhoods. However, the French government also aimed to assess and label peri urban and rural sustainable neighborhoods. Therefore, our presentation questions the adaptation of the EcoQuartier assessment tool to different territorial contexts. How can this rather urban assessment tool be applied to rural or peri-urban contexts? How do rural and peri urban neighborhoods reinterpret the sustainable neighborhood model?
After briefly investigating the neighborhood sustainability assessment dynamics in France, we will focus on the qualitative analysis of 30 peri-urban and rural eco-neighborhoods, in order to establish a typology. We will then discuss the impact of the label for peri-urban and rural municipalities in France. While the previous literature on neighborhood sustainability assessment mainly established the distinction between urban and non-urban eco-neighborhoods, our contribution will demonstrate that these "non-urban" developments are in fact not a homogenous group, but the result of rich and diverse ecologization dynamics.
