From services to urban logistics : an affirmation of the SNCF's role in the urban production ?
Since the 1960s, the model of the French metropolitan railway station has evolved considerably. The opening up to competition, Europeanization, the regionalization of networks, and the rise of high-speed rail have led to an economization of large stations and accelerated the transformation of the SNCF. These transformations are also linked to the development of sustainable urban models : since the 1990s, the idea of linking public transport networks and urban planning has become standard in urban planning discourse.
Station areas appear as strategic sectors within those sustainable urban models and they are the subject of new planning policies focused on urban and last-mile logistics. French cities are negotiating with the railway operator to develop « Urban Logistics Equipment » : for instance, the city of Paris included the obligation to develop logistics facilities on railway land in the local plan. The kind of equipment developped, the cooperation between the different stakeholders and the place of logistics functions in the station model will be studied in this communication. It will focus on the cases of Parisian railway stations, Strasbourg station, and station projects such as Rouen Saint-Sever, where the question of logistics is currently raised.
