An Overview of the Challenges at Hand for Public Authorities in Lyon (France) in the Face of Growing Bicycle Delivery Activity in the City

The expansion of e-commerce platforms in recent years has contributed to an increase in demand for home delivery of goods worldwide. In France, they grow at a rhythm of approximately 1% per year (FEVAD, 2021), giving rise to political, economic, environmental, and infrastructural impacts, among many other aspects.
Therefore, public authorities are faced with new challenges for which they need to find solutions. One of the objectives of the study being developed by the Laboratoire Aménagement Ecomonie Transport (LAET) is to use new analytical tools to identify the main demands and possible ways of solving them.
This study analyses the social representations constructed by stakeholders in goods transport (operators and customers) in relation to the activity of bike delivery in Lyon, France. We used a big data collection tool (BOSETTI, G. et al., 2020) developed by the Laboratoire d'Informatique en Image et Systèmes d'Information (LIRIS), which gathers and sorts content collected from the local press of Lyon and from texts published on the social network Twitter, all related to the theme and the geographic area under study. This first result will then be analysed using textual analysis tools.
We will then compare this material with information obtained from interviews with stakeholders linked to the theme. Through this analysis, we seek to identify the needs in terms of urban planning, regulation, working conditions, among other elements that will be relevant to enable the transfer of goods transport to soft transportation means. We believe that this study can give us an overview of the challenges at hand and can also bring the opportunity to use new tools to support institutional decision making related to urban goods transport.
