On March 22, 2020. Zagreb was hit by the second strongest earthquake in its history, which led to the destruction of the historic city center. The situation worsened after the nearby Petrinja earthquake on December 29, 2020. The earthquakes accelerated the process of decentralization of the population from the city center, but they also caused devastation to 30 public buildings, e.g. museums, kindergartens, primary and secondary schools, university etc. The earthquake also led to changes in the city government's plans for the development of strategic city projects, putting post-earthquake reconstruction at the top of the priority list.
One can define five different development scenarios, depending on the type of intervention in the urban space and the approaches to reconstruction. Starting from maintaining the status quo, through the risk scenario, to the holistic approach that uses post-disaster redevelopment and reconstruction as an opportunity to improve physical, social, environmental and economic conditions. In the current situation, the new city government (formerly NGO) must find a way to balance the desires and actions of the various actors in the planning and management of the city and the desires of the residents and users of spaces and facilities.
This paper analyzes five development scenarios for the strategic urban projects, including the Zagreb City Center Reconstruction Project, and assesses the criteria for evaluating the scenarios. In addition, the applicability of each scenario in the case of the City of Zagreb is discussed. Finally, the approach of the city administration in the period of current crises caused by pandemics and earthquakes is evaluated.
