Cross-border relations (CBR) and cross-border cooperation as all social relations are highly sensitive to distance. It is a common place that cross-border relations, as being spatial by their nature, are affected by the friction of spatial distance. Apart from spatial distance other dimensions of distance do affect CBR. Whereas some dimensions of distance such as economic and demographic, and to some degree, cultural distances and differences between border regions foster cross-border interactions, institutional distances do impede such relations (cf. Ghemawat 2001; Bae & Salomon 2010; Dörrenbächer 2020).
This presentation will describe and analyze how and in how far institutional distances of national VET systems in the Greater Region (Saarland, Lorraine, Luxembourg, Rhineland-Palatinate, Walloon Region), i.e. the most important cross-border labor market region in the EU, have been overcome by the negotiation and implementation of so-called framework agreements for cross-border VET (Dörrenbächer 2018; Nienaber et al 2021).
