The dynamics of geographical expansion are a hallmark of the Brazilian territorial formation that is revealed at different scales. During the second half of the twentieth century, sprawling of metropolitan areas was the result of the settling of the mass of workers who left the countryside towards cities. The growth of peripheral regions of São Paulo took place, until the 1980s, due to the power of attraction of the industrial economy (even though the number of jobs in factories was still very low in the face of the growing demographic volume). Currently, a new expansionist dynamic is activated by family indebtedness and illegal businesses that penetrate the structures of urban social reproduction in Brazil. Here, the State, business, and the crime are articulated in defining the new contents of urban sprawl in the metropolitan space of São Paulo. This work aims to show the confluence of factors involved in the current forms of government of the poor in areas of absolute expansion of the São Paulo metropolitan space. The proposal considers the hypothesis that illegal and criminal activities, as well as personal and family debt, which came to the fore in the government of the poor, are not only important business niches today, but also redefine the contents of the periphery area and guide new urban expansion processes in São Paulo. To present this hypothesis, the presentation is divided, in addition to the conclusion, into two other intermediate parts. The first one brings remarks on the relationship between the State and crime, based on the bibliography, and presents some treatment paths that shed light on the universe of managing illegalisms in Brazilian metropolises. The second part seeks to locate indebtedness and the role of structures of illegal access and control of the territory in the midst of the devices involved in reactivating the dynamics of territorial expansion of the urban area.
