The reintroduction of border closures and border controls in spring 2020 by national authorities in the context of the increasingly rapid spread of the Covid-19 pandemic demonstrated the importance of open borders and of a strengthened cross-border network within the EU. Since border regions are characterized by a high degree of transnational social and economic exchange and interdependence, the measures introduced to combat the pandemic seriously impacted the everyday lives of citizens and posed new challenges to private businesses, administration, and politics. Differences in national measures interfered with cross-border cooperation even after the lifting of border controls. The paper discusses the impact of the Covid-19 pandemic on the German-French borderlands, instancing obstacles to cross-border exchange and their effects and consequences for the borderland with special reference to administrative frameworks.
