This presentation focuses on the cultural programs under the COVID-19 pandemic that ended up being cancelled or postponed, and the severe restriction of public participation, which stemmed in response to the shrinking society, inter-city competition, and the 2020 Tokyo Olympics. Analyzing debates on events that sought to revitalize the tourist industry, this presentation discusses how these events can be significant in diversifying the subjectivity of citizens.
