Optimizing Self-evacuation from Flood Hazard Areas with the Use of Private Car Transport

The literature dealing with floodsoften pays attention to flood protection, while issues related to emergency procedures are rarely discussed. two diverse approaches in disaster management.While the first approach highlights the significance of planning, the second approach finds it unnecessary (Cook and Melo Zurita, 2016).
The poster undertakes to analyse the effectiveness of self-evacuation activities of the population by private car transport from areas with one percent annual chance of flood, aimed at minimising the negative effects of flooding due to the use of modern computer tools. The authors assume that the use of GIS and traffic engineering tools in flood emergency response can contribute to increasing flood operation efficiency (here evacuation of the population from areas with one percent annual chance of flood) and, consequently, to the minimisation of the adverse effects of flooding, which is in line with the approach to flood risk management formulated in the Floods Directive.
The authors do not assume that the presented optimisation will become a comprehensive tool for flood response, yet it may provide a framework on the basis of which decisions are made (Borowska-Stefa?ska et al., 2019). Carrying out the proposed analyses may contribute to the development of the research workshop in the field of spatial development and the use of modern computer tools in research related to flood risk reduction and, but on the other hand, it is important for transport geography in terms of its applicability. In addition, civil evacuation activities are vital for ensuring the safety of citizens. The conclusions from the study will be translated into a set of recommendations addressed to policy makers responsible for flood risk management.
